On March 18, 2010, in Docket Nos. ER09-1063-000 and ER09-1063-001, PJM submitted a combined compliance filing, status report and information filing with FERC pursuant to its December 18, 2009 order in the dockets. In the filing, PJM discussed how it proposed to better integrate the impact of price responsive demand on wholesale market operations, addressed the issue of comparable participation of demand response resources in PJM markets, and explained why it aggregates certain offer and cost data. PJM submitted revisions to its Tariff and Operating Agreement, as required, to, among other things (a) add required core MMU functions regarding the evaluation of existing and proposed market rules, tariff provisions and market design, and recommending proposed rule and tariff changes to PJM, FERC’s Office of Energy Market Regulations, state public utility commissions and PJM market participants; (b) provide the standards to be applied in determining whether a unit is subject to the must offer requirement for RPM; (c) establish a 4-month lag period/other mechanism to prevent the release of data from occurring in the same season as reflected in the data; (d) reflect the aggregation rules and bid threshold for demand response resources; (e) incorporate reference to normal operations review criteria; (f) incorporate Manual 11 rules regarding unit specific exceptions to parameter limited schedules and default parameter limited values; (g) incorporate a provision requiring IMM staff to make themselves available for calls with FERC; and, (h) allow the IMM to provide information to state public utility commissions who request tailored information about general market trends and the performance of the wholesale electric markets.

The purpose of the revisions is to address non-substantive typographical errors, incorrect references to sections or defined terms, and out-of-date provisions and references to obsolete companion PJM agreements, collectively referred to as a “Clean-up Filing”.
